Two things: 1) you ought to ask this question in the Luthiers: Advice for Buying a Guitar section rather than here; and 2) if you simply type in "best $2000 guitar" in the search box, you will find tonnes of very recent advice, as this question comes up all the time. Cheers.

If you want new the Manuel Rodriguez line - speaking only of my own experience with others makers like Cordoba,Yamaha, Kremona, LaPatrie -
is the most reliable in keeping the quality of exact similar models consistent. However I have also found that in that price level you could very well find a possibly superior overall product in the Used CG market.

I am a tad scared buying directly from a luthier, would not know if I was being oversold or not

The same model sells for different prices in different countries, so if you would kindly give your location, it would be easier to advice. In general - yes, the previously used instrument from trustworthy seller is better option.
Antonio Picado, model 60, 2015, Cedar/IRW. Scale 640 mm.

Don't worry on a $2,000 budget a typical luthier in the the US will not be "overselling" you. Actually he will not be selling you anything at all.

More seriously, if you are worrying about this, then it suggests that you do not have enough experience to judge whether a particular guitar will suit you or not. So the typical advice would be to wait until you feel your current guitar is holding you back. Then visit stores, talk to friends and play as many instruments as you can until you develop a feeling for what kind of sound you want. Take your time. The are plenty of good guitar to be had

the best guitar under $2000 is the one that you like the most. Agree that a luthier won't oversell you one as he won't have anything to sell you in your price range. A guitar teacher may help you select a guitar.

Shameless promotion:
Well, not quite 'under' but a bit over - I'd recommend my Student model 8) which is ~usd$2300 (or aud$3000) excluding case and shipping.

But in all seriousness, what number 6 said - the best $2000 guitar is the guitar that YOU like. This would probably put you in the used market.

I agree what the other forum members said, the 'best' guitar for me is maybe not be the 'best' guitar for you, so the question is what the word 'best' means for you. Could you tell us what guitar you currently play, what you like and what properties should be better with your new guitar, what music/pieces you play, your skill level, whether you want a new instrument or accept a used one, whether it's ok for you to buy the guitar online or only in a local store...

Under 2k you can find some great guitars, A Cervantes Rodriguez, Hauser or lattice PE are all really nice, each having there own sound.
The new Yulong Guo/ A Echoes is a great double top with a dark sound. It has a cedar/nomex/cedar double top with really nice workmanship and it's hard to believe they can build this for less than 2k.
Also a Kenny Hill player with elevated fretboard and sound ports is a great sounding guitar, this is a fan braced guitar.
And at around 1k you can get a Cordoba C10 that is really good value.
