It really made me curious.
No he doesn't refer to the first revolution but to the next one, in 1830. If you follow the link to the original score, the subtitles of each section describe a particular event in the revolution. Was he political? Aren't we all? I guess had the revolution failed he wouldn't be publishing this piece :), he was an ageing man by 1830 so he probably wasn't at the barricades.
