When it comes to Washington DC, if your choice is “incompetence” or “conspiracy,” alway go with “incompetence.”

Without deviation from the norm, progress is not possible.
~Frank Zappa~
Lot of truth there, but I have never totally agreed.
First of all, define "progress". Second, if embracing change is the norm, then you can more easily achieve progress, however you define it. But yeah, if "progress" is defined as getting better at maintaining the status quo, then change is not progress.

This is all so confusing... :D

It does not require a majority to prevail, but rather an irate tireless minority, keen to set brush fires in people’s minds....Samuel Adams

*Cicero of the Roman empire wrote this about the situation during his
lifetime:*

1. The poor - work & work.
2. The rich - exploit the poor.
3. The soldier - protects both.
4. The taxpayer - pays for all three.
5. The wanderer - rests for all four.
6. The drunk - drinks for all five.
7. The banker - robs all six.
8. The lawyer - misleads all seven.
9. The doctor - bills all eight.
10. The undertaker - buries all nine.
11. The Politician - lives happily on account of all ten.

*Written in 43 B.C., but valid even today.*

Regarding Billy Miner (The Grey Fox), a famous British Columbian train robber, he would show up in small towns near his hide-outs and dance with the ladies at the local halls. It was said by people as excuse for never turning him in "Billy Miner steals from the railway once in a while, the CP Rail steals from us every day". They had a monopoly at the time and charged outrageous freight rates.

I’ve heard two variations and don’t know the source:

“Genius is hard work in disguise.”
“Creativity is hard work in disguise.”

Some truth in both. Some room for discussion as well.
Best,

And if there come the singers and the dancers and the flute players, -buy of their gifts also.
For they too are the gathers of fruit and frankincense, and that which they bring, though fashioned of dreams, is raiment and food for your soul.

Variants on Thomas Edison: -
"Genius is one percent inspiration, ninety-nine percent perspiration." Spoken statement (c. 1903); published in Harper's Monthly (September 1932).

-----------------------------------------------------------------------------------------------------------------------------------------------------------

That Harper's magazine has got a lot to answer for: -

"We trained hard, but it seemed that every time we were beginning
to form up into teams, we would be reorganized. I was to learn later
in life that we tend to meet any new situation by reorganizing;
and a wonderful method it can be for creating the illusion of progress
while producing confusion, inefficiency, and demoralization." Petronius Arbiter.

While confidently attributed now to Charlton Ogburn, Jr. (1911-1998), in Harper's magazine, "Merrill's Marauders: The truth about an incredible adventure" (Jan 1957), it unfortunately leaves unanswered the question why anyone (Robert Townsend, tua culpa?) would ever have wanted to attribute the quote to Petronius of all people. When I first "researched" this on the web (ca 2000?) it was possible to read the assertion that Petronius Arbiter was the pseudonym of a New York satirical columnist writing during the 1950s, which would have explained everything. Now it's impossible to find any references to such a figure. So I'm leaving this here just in case I find one, but it's looking unlikely.

Dead link, why am I not surprised?:

This is sadly funny. See above. I was referring to the fake Chinese Proverb stated by our First Lady when I quoted an intentionally fake quote of Confucius by a Chinese literature expert to make his point about this practice of fake quotes.

This quote is attributed to Gaius Petronious Arbiter on THIS WIKI PAGE. Of course, that doesn't mean it's real. :D
