Great idea! Just a thought - how about ramps which can switch from entry to exit, depending on traffic levels? That way, you can allow drivers to experience the tension of a near-jam build up and then the relief of traffic easing and a clear highway ahead.

Cable cars and cable-driven light rail systems ; no congestion, a tenth the cost of building roads, no pollution...
