Wellllllllll, that would require two players, three if this question were to be answered for the whole piece. In fact we MUST be able to do both actually. If not then:
1) You need to play using different strings and/or position. I believe this point will become more clear when we begin playing in higher positions (farther down the neck.)

OR if you cannot

2) Somebody goofed the score

OR
3) Your playing something not meant for (in our case anyway) solo guitar

I left out creative string tuning. Anyway, when I first saw this, it drove me crazy. The above diagram and beat summing process was the way I reconciled it in my head. Like I said, it's easier to play that piece than it is to analyze.

Tom, you're right again. I just tried to play the first measure (Sor lesson 9) and those Es first start like a 1/8 and continues like a 1/2. The same for the F# next measure and the lower E in the third measure. So, I guess, sometimes, it's better to 'play and do not analyze'

In red I made a correction of how I thought should be done correctly the fifth measure. Talking about overlapping :)

Lucian, thanks for starting this game. It was a challenge! I've learned that for me at this point in my playing, that all new pieces are hard to learn, no matter the complexity of the notes involved.
